South Osterman Creek Culvert Repair Project
Upcoming Road Closures Please be advised, Concrete Sauk Valley Road will be closed at milepost 13.3 to through traffic from July 27th, 2026, through October 23rd, 2026, to facilitate construction activities associated with the S Osterman Creek Culvert Repair Project. During the closure, limited access will be maintained for local residents, emergency responders, school transportation, and other essential services as coordinated with the contractor. Travelers are encouraged to plan ahead and use designated detour routes where available. Background Skagit County Public Works has contracted with Konnerup Construction, LLC to complete the S Osterman Creek Culvert Repair Project on Concrete Sauk Valley Road at S Osterman Creek. The existing culvert and roadway embankment sustained significant damage during flooding events, resulting in erosion and undermining of the roadway infrastructure. The project will replace the damaged crossing with a new fish-passable structure designed to improve stream connectivity, restore roadway resilience, and reduce the risk of future failures during high-flow events. Construction activities include removal of the damaged crossing, installation of the new structure, stream restoration work, roadway reconstruction, and associated environmental mitigation measures. Upon completion, the project will provide a safer and more reliable roadway crossing while improving aquatic habitat and fish passage within S Osterman Creek. Project Funding The estimated project cost is approximately $2.6M. Funding for the project is being provided through the FEMA Public Assistance program, with contributions from the Washington State Emergency Management Division and Skagit County Public Works.
