Office of Assigned Counsel

The Office of Assigned Counsel ensures a person’s constitutional right to counsel in a court proceeding for criminal or civil contempt matters, when necessary to ensure procedural fairness. Such a right exists in any proceeding which may result in physical incarceration. The legislature finds that effective legal representation should be provided for indigent persons and persons who are indigent and able to contribute, consistent with the constitutional requirements of fairness, equal protection, and due process in all cases where the right to counsel attaches. The Court has designated the Skagit County Office of Assigned Counsel as it’s designee to determine whether a defendant is indigent pursuant to RCW 10.101.
