Skagit County’s County Engineer, Paul Randall-Grutter, P.E. Awarded APWA Public Works Manager Credential

KANSAS CITY, MO. – Skagit County, WA Public Works County Engineer/Engineering Division Manager, Paul A. Randall-Grutter, P.E., was recently awarded the Public Works Manager (PWM) credential by the American Public Works Association (APWA). The PWM credential is the second level of APWA’s Donald C. Stone Center for Leadership and Management Excellence. Randall-Grutter is one of 96 public works professionals in North America who are participating in the Center’s PWM program.

“In the 21st Century, public works managers are increasingly called on to implement changes in their operations,” said APWA Executive Director Brian Usher. “APWA’s Public Works Manager (PWM) program is designed to support managers as they develop and improve planning and implementation skills. To accomplish this, each candidate in the program plans a project that has practical application to public works and demonstrates how the proposed changes affect other aspects of public works as well,” said Usher. “This analytical, systems approach to problem solving recognizes that there are numerous interrelationships with all public works projects today.”

Randall-Grutter has nearly 30 years of experience in civil and structural engineering. As Skagit County’s County Engineer/Engineering Division Manager in Mt. Vernon, WA, his responsibilities include the planning, designing and implementation of county construction projects and activities such as roads, bridges, stormwater systems. He supervises the civil engineering, design and construction, and field engineering staff and prepares plans, cost and quantity estimates, bid procedures, construction inspection and project administration. He is also responsible for directing the assigned technical engineering staff, the efforts of project teams and working with professional consultants, as well as the statutory duties of overseeing the Operations, Equipment, and Ferry Divisions of the Department of Public Works.

Randall-Grutter’s educational background includes both a Bachelor of Science degree in Civil Engineering Technology and an Associate of Engineering Degree in Structural Engineering Technology at Oregon Institute of Technology in Klamath Falls, OR. He is registered as a professional engineer in Washington, Alaska and North Carolina, and belongs to several professional organizations including APWA, ASCE and NSPE. He is also involved with the Northwest WA “Engineers without Borders” chapter, which mentors student members on the importance of the environment and infrastructure.
