COUNTY TO HOLD PUBLIC HEARING ON PROPOSED INTERIM DEVELOPMENT REGULATIONS
FOR UNINCORPORATED CITY URBAN GROWTH AREAS

The Skagit County Commissioners will hold a public hearing
on proposed interim development regulations for the unincorporated
Urban Growth Areas of Anacortes, Burlington, Mount Vernon, and Sedro-Woolley.
The hearing will be held on Monday, August 25, at 10 a.m. in the Skagit
County Commissioners hearing room, County Administration Building,
700 South Second Street, Mount Vernon.
The proposal responds
to outstanding compliance issues in a case before the Western Washington
Growth Hearings Board, according to Kirk Johnson, senior planner.
The proposal originated from negotiations between the County and the
Cities over interim regulations that would remain in place until the
jurisdictions reach a final resolution. The Hearings Board has
strongly encouraged a cooperative local solution as opposed to one
imposed from outside, said Johnson.
The proposal would:
- Adopt a common
set of development regulations, to be implemented by the County,
across the four subject unincorporated Urban Growth Areas (UGAs).
- Establish a
minimum lot size of 5 acres (1 dwelling unit/5 acres) for the subdivision
of residential and commercial zoned property in the UGAS.
- Create a 5,000
square foot limit for new commercial uses, and allow waste water
output no greater than that generated by an equivalent single-family
residential unit (750 cubic feet of water per month).
- Establish two
new County zoning districts: Urban Reserve Residential
for all land designated residential on city zoning maps; and Urban
Reserve Commercial-Industrial for all land designated commercial/industrial
on city zoning maps.
- Allow existing
lots of record smaller than 5 acres to be built upon subject to
new regulations.
- Exempt certain
Special Districts from the new regulations. These would
remain subject to City ordinances already adopted by the County.
The Special Districts are: the Mount Vernon/I-5 Corridor; the Refinery
Area in Anacortes UGA; and all Open Space and Public zones, including
the Northern State property, in the Sedro-Woolley UGA
