Public Works to Replace Two East Skagit County Culverts

Skagit County Public Works will replace two culverts in east Skagit County during the summer 2026 construction season. Concrete Sauk Valley Road will close at milepost 13 from July 27th through October 23rd, 2026, and South Skagit Highway will close at Stevens Creek from August 3rd through October 26th, 2026, to remove the existing culverts and replace them with new fish-passable structures.

No through traffic will be permitted during the closures; however, local access for residents, emergency responders, mail delivery, school transportation, and other essential services will be maintained.  

Stevens Creek Culvert Replacement Project  

Skagit County has contracted with Earthwork Solutions to replace the existing culvert over Stevens Creek on South Skagit Highway. The culvert acts as a barrier to fish migration and limits access to upstream habitat. In addition, the existing crossing has hydraulic and structural deficiencies that reduce its ability to accommodate high stream flows and debris during storm events. 

The project will replace the existing culvert with a structure designed to meet current fish passage standards, restore natural stream processes, and improve long-term roadway resilience. Construction activities will include removal of the existing crossing, installation of the new structure, stream channel reconstruction, roadway improvements, environmental restoration, and associated utility coordination. 

Once completed, the project will provide improved access to upstream habitat for salmon and other aquatic species while reducing the risk of roadway damage and improving public safety.

South Osterman Creek Culvert Repair Project 

Konnerup Construction has been contracted to repair and replace the culvert on Concrete Sauk Valley Road at milepost 13 over South Osterman Creek. The existing culvert and roadway embankment sustained significant damage during previous flood events, resulting in erosion and undermining of the roadway infrastructure.  

The project will replace the damaged crossing with a new fish-passable structure designed to improve stream connectivity, restore roadway resilience, and reduce the risk of future failures during high-flow events. 

Construction activities include removal of the damaged crossing, installation of the new structure, stream restoration work, roadway reconstruction, and associated environmental mitigation measures. Upon completion, the project will provide a safer and more reliable roadway crossing while improving aquatic habitat and fish passage within S Osterman Creek.
