Skagit County Solicits Public Input on Proposed Revisions to Skagit County Code Chapter 12.05 Relating to On-Site Sewage Systems

The Skagit County Board of Health is now soliciting public comment on proposed revisions to Skagit County Code Chapter 12.05 relating to on-site sewage systems

These updates are necessary in order to align with and meet the requirements of recent amendments to Washington Administrative Code. Proposed revisions include clarifying procedures and requirements for on-site sewage design, installation and inspections, updating educational requirements and levels of expertise for on-site sewage providers, updating language concerning proper operation and maintenance of on-site sewage systems, and clarifying language. The full text of the proposed revision is available on the Skagit County Environmental Health webpage, at Skagit County Public Health, 301 Valley Mall Way, Suite 110 in Mount Vernon, or can be mailed upon request.  

Public comments for or against the adoption of the proposed revisions are invited to be submitted as follows:  

  • By email to septic@co.skagit.wa.us.
  • Mailed or hand-delivered to Skagit County Public Health, 301 Valley Mall Way, Suite 110, Mount Vernon, WA.
  • In-person or virtually at the public hearing on July 28, 2025, at 2:30 p.m. in the Commissioner’s Hearing Room at 1800 Continental Place in Mount Vernon.
    • To join virtually, visit skagitcounty.net/Departments/countycommissioners/main.htm. If you are providing testimony remotely, please call the Clerk of the Board at (360) 416-1300 before the meeting and provide your name and place of residence.
    • Those who have signed up to provide testimony either in-person or remotely at the public hearing will be called on one at a time and have 3 minutes to speak.

All written comments (email, mailed, or hand-delivered) must be identified with the subject “Proposed OSS Code Comment”. Please include your full name and contact information along with your comments. All written comments must be received prior to July 25, 2025, to be considered.
