Skagit County Commissioners Appoint Jill Boudreau to Housing Authority Of Skagit County Board

The Skagit County Board of Commissioners voted this week to appoint Jill Boudreau to the vacant Housing Authority of Skagit County (HASC) board seat. The search for a new board member comes in response to the resignation of board member Daniel Valdez, on April 7th. 

Boudreau currently works in the Whatcom County Executive’s Office as a senior policy and project manager and previously served as mayor for the City of Mount Vernon for 12 years before stepping down in 2023. Boudreau has a long history of being an impactful and positive leader in our community on housing, behavioral health, and governance. Her experience as a mayor in Skagit County and background working on board organizations such as the Association of Washington Cities, Skagit Transit, Skagit Council of Governments Transportation Policy Board, and North Star, make her uniquely qualified to help grow and lead the HASC board. 

 Skagit County is dedicated to collaborating with our local partners to ensure community resources are effectively and equitably distributed to those who need them most. Working with our local housing authorities to maximize housing resources, such as housing choice vouchers, for vulnerable communities is also part of the mission of North Star, of which Boudreau was a founding member. North Star aims to ensure safe and stable housing for everyone by building a pipeline of affordable housing and ensuring pathways to housing are faster and predictable. The Skagit County Commissioners strongly believe having an effective and productive Housing Authority board is imperative to the success of these North Star goals.

“Jill brings so much experience and leadership to the HASC board,” said Board of County Commissioners Chair Lisa Janicki. “She shares the North Star vision of a thriving Skagit County for all and will ensure HASC is an effective housing partner in our community.”

Local public housing authorities are taxpayer-supported public agencies authorized under Washington code to administer certain federal housing programs. Skagit County formed HASC in 1979 to bring housing choice vouchers, previously known as Section 8, to the community. These vouchers are fully funded and regulated by the U.S. Department of Housing and Urban Development. By law, HASC is governed by a board whose members are appointed by the Board of County Commissioners. HASC expanded its programs several years ago to include housing development and preservation.
