James came to Skagit County District Probation and Community Services in 2017 after serving Snohomish County Probation and Detention services since 1998. James has a Master of Arts in Public Administration from City University of Seattle, a
Bachelor of Arts in Criminal Justice from Washington State
University and an Associate of Arts from Skagit Valley
College. James also holds an Executive Certification from
the Washington State Criminal Justice Training
Commission. James believes that with positive community
support, the willingness to change and vested Probation
Officers, the community, individual and system all benefit
from Probation Services.
Diana Becerra-Ayala
Office Assistant III
Diana began her career with Skagit County District Court Probation with several years of experience in customer service. She worked for the Skagit Housing Authority and worked reception with North Cascade Family Physicians, helping our community be the best they can be! Diana also proudly serves as an executive board member of NiTE theater and has been a part of the theater community in Skagit for over a decade. Diana is a current student at Skagit Valley College and is working on her transfer degree to major in Communications and double minor in Linguistics and Film.
Morgan Cagingin
Staff Assistant II/Probation Services Specialist
Morgan brings a strong background in customer service and financial operations to the Probation Department. With over five years of experience in the financial industry, she previously served Skagit County as part of District Court, assisting individuals with their legal financial obligations. In her current role, Morgan oversees the Community Service Program and is committed to supporting District Court Probation operations and in assisting both clients and staff achieve their goals.
Ryan LaVizzo
Probation Officer II
Has a Bachelor’s Degree in Criminal Justice and Sociology from Illinois State University. Ryan brings over 3 years’ experience working as a Domestic Violence Probation Officer from Cook County, Illinois and over 6 years’ experience as Director of Security and Investigations.

I am honored to hold the role of Program Coordinator. As the coordinator, I love the opportunity to help support an amazing team who strives day in and day out to connect members of the community to resources and strengthen their support system. Since 2014, I have worked in the medical field and transitioned into the legal field where I have had the opportunity to help grow and strengthen different programs.

Annabell is a current student at Skagit Valley College pursuing a general transfer degree. She plans to continue her studies at Central Washington University and achieve a bachelor’s of dietetics with a minor in criminal justice.
Jamie Pressly
Probation Officer II
Jamie holds a master’s degree in criminal justice administration and a bachelor’s degree in general studies from Columbia College. With prior experience at the Mount Vernon Police Department and Skagit County Sheriff’s Office, Jamie now serves as a Probation Officer at Skagit District Court Probation, where she is dedicated to helping justice-involved individuals access community resources and overcome barriers to success while ensuring public safety. Jamie also brings over ten years of expertise as an intelligence specialist, having worked in both the U.S. Navy and the private sector.
Trevor Rose
Probation Officer III
Anacortes Municipal, Burlington Municipal and Pretrial Services Court Cases
Trevor graduated from Eastern Washington University with a Bachelor Arts in Criminal Justice.
Trevor worked in the Corrections division of the Skagit County Sheriff’s Office in the jail prior to
transitioning to Probation Services. Trevor’s goal is to effect long-lasting, positive change in his
client’s lives.
Chad Scheib
Probation Officer III
Chad has 20 years working in criminal justice with youth and adults. 10 years working as a Probation Officer in Okanogan County District Court and Kirkland Municipal Court. He has a Bachelor of Arts Degree in Criminal Justice from Central Washington University. Master’s degree in Sports Administration and Leadership from Seattle University. He strives to provide helpful service to the community.
Chris Scrimsher
Probation Officer II
Chris graduated from Trinity Western University with a Bachelor of Arts and Sciences Degree in Leadership with a Minor in Human Services, and an Associate of Arts and Sciences from Whatcom Community College. Chris brings over 20 years of experience working in a variety of leadership positions in the Community and Technical College system where he served as a Judicial Conduct Officer, Behavior Intervention Strategist, and Men’s Basketball Coach. Chris is passionate about people and serving his community.
Jamie Sluys
Probation Officer II
Jamie holds a BA from Western Washington University with concentrations in Sports Management, Business, and Native American Studies. With 24 years in education—primarily as an administrator and coach—he has served at both collegiate and intermediate levels, including teaching math to incarcerated youth in Snohomish County.
A nationally certified Athletic Director, Jamie has coached baseball at Montana State University Billings. He is dedicated to serving with competence, consistency, care, and compassion, always keeping the best interests of his clients and community at heart.
Heliodoro Villalobos-Meza
Probation Officer III
Heliodoro comes with 4.5 years experience working for Washington State Department of Corrections as a Community Corrections Officer. He holds a bachelor’s degree in criminal justice from Colorado Technical University.
Samantha Weese
Probation Officer II
Samantha earned her bachelor’s degree in criminal justice from Central Washington University and went on to complete a master’s degree in Addiction Counseling at Grand Canyon University. She is passionate about empowering her clients by connecting them with local resources that foster personal growth and a sense of community, especially as they navigate the complexities of the justice system.
