LOT CERTIFICATION FAQ's
- What is a lot certification?
A lot certification is a determination by County Staff whether a parcel of property is a "lot of record" and not required to be aggregated with contiguous pieces of property. We use the terms "legal lot of record" or "illegal lot of record" to describe such a lot.
- When is a Lot Certification necessary?
Lot certification is required for all development applications including building, on-site sewage disposal, fill and grading and land use applications. Sometimes a determination can be made without an application for certification. This happens when the proposed development is a remodel, replacement, or addition to any existing legal building or sewage system.
- What information is necessary for a Lot Certification Application?
When submitting a Lot Certification Application it is necessary to provide a current Assessors map (obtained from the Assessors Office); also deeds for the subject property and any adjacent property or properties back at least to 1965. If there is not a deed at 1965, it may be necessary to go back until some activity is found.
- How is an application completed?
Deeds may be obtained through the Skagit County Auditors Office, or by contacting a local firm that provides that service. The completed application is then submitted to the Planning & Permit Center for review.
