2025 Hazard Mitigation Plan Update

Skagit County is in the process of updating the multi-jurisdictional Hazard Mitigation Plan. This plan helps us understand what dangers (like floods or earthquakes) could affect our community and what we can do to make things safer. The Plan Update is a joint effort between Skagit County, local and Tribal governments, and community partners including Dike and Drainage Districts, Fire Districts, Conway School District, Skagit 911, Skagit Conservation District, and Skagit Public Utility District. We each have our own section in the plan to describe how hazards impact us differently, and one section to describe the County and our hazards in general.

We want to hear from you! 

The survey linked below lists all the proposed mitigation actions from every agency participating in the update and asks you to rank which ones are most important to you. You can take it as many times as you want to provide input to any of our planning partners. Complete the survey today to ensure your voice gets heard! The survey ends November 7, 2025

We appreciate everyone that took the General Preparedness survey! The results showed that wildfire, flood and dam failure, and power/water system failure are key concerns. Those same concerns, along with bridge/road failure, are high priorities for mitigation actions. Hospitals and Critical Communication Centers are important to our communities to protect.

Current Events:

Skagit Department of Emergency Management was present at 12 open houses held August through September with a majority of the planning partner agencies participating.
The current survey includes every participating agency and their proposed mitigation actions and space for comments, and is available in English and Spanish.
After the survey is completed, the draft plan will be posted for public comment.

Timeline:

The County and our planning partners are updating the Plan with additional hazards and changes over the last five years. The goal is to have the draft plan submitted to WA Emergency Management Division by early December after incorporating input from the current survey and public comment from the draft public comment period.
