Campground Reservation system for our Parks Department

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proposers to provide Skagit County with a Campground Reservation System (“CRS”). The ideal Proposer will be an established industry-recognized solution for the CRS that meets Skagit County’s specific requirements, as documented in this RFP and within the budget available to Skagit County.


Skagit County Parks and Recreation currently have 3 campgrounds in East County. Howard Miller Steelhead Park (HMSP), Sauk Park, as well as Grandy Lake Park. We also have camping at our Fairgrounds. In addition to Campgrounds, we also have Picnic Shelters that are rentable. Currently our reservation system is all by hand and with the use of an outdated camp software “Campmaster”. Customers call for reservations and leave messages. During  weekends, poor staff response time can often cause some customers  to not get the responses they need in a timely manner. Additionally, there is no tracking system available to other parks staff to properly assist customers regarding camp reservations because everything is done via phone. With new software, there would be a way for people to see how many spots are available and when they are available so they can plan their trips without taking time from  Parks maintenance staff.

Deadline for Response to Proposer Questions    May  14 , 2024 4:30 PM (PST)
Deadline for receiving Proposer’s Proposal         May  16, 2024 3:30 PM (PST)
Anticipated Final Proposer Selection     June  13, 2024

Letter of Intent

All Proposers intending on submitting a proposal to this RFP are required to submit a letter of Intent to bid per the schedule above.  The letter should identify the following information:

The Letter of Intent must be electronically mailed. The letter does not commit the Proposer to respond to the RFP. All Proposers who have submitted a letter of intent will receive notification of proposal changes or responses to questions submitted by other competitors.

Electronic mail letter of intent shall be sent to Once your letter of intent is received you will receive a confirmation via electronic mail. Each letter of intent shall identify the electronic submission by submitting the proposal with the phrase:

Skagit County CRS RFP Letter of Intent” in the Subject area of the electronic message.
