Requests for Bids, Proposals and Qualifications
NOTICE OF CALL FOR BIDS
FOR COMMUNITY JUSTICE CENTER FURNITURE, FIXTURES, AND EQUIPMENT (FF&E)
NOTICE IS HEREBY GIVEN that bids will be received until April 17, 2017 at the hour of 2:45 pm at the Skagit County Commissioners Administrative Building, 1800 Continental Place, Mount Vernon, Washington 98273, or as soon thereafter as possible, for the following items for use in the Skagit County Community Justice Center. The County will assess Schedule(s) A, B, and C individually, and each separate bid must include all items listed in the schedule(s) being bid on with specifications that meet or exceed the defined requirements. Bidders are welcome to bid on multiple schedules, although must submit a separate bid for each schedule.
Sealed bid proposals for all Schedules will be recorded as to time and date received and secured until the time set for opening. Sealed bids must be clearly marked on the outside with the following:

OPENING OF THE SEALED BID PROPOSALS:
At 2:45 pm or as soon as possible thereafter on April 17, 2017, Sealed Bid Proposals will be opened and Publicly read aloud in the Commissioners Hearing Room, Suite 100, 1800 Continental Place, Mount Vernon, WA.
BID DOCUMENTS:
QUESTIONS may be submitted by email to Ken Hansen at khansen@co.skagit.wa.us. Responses will be provided to all bidders that notify Ken of their intent to submit a bid.
RIGHT TO ACCEPT OR REJECT:
The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertinent to purchasing materials no connected with a public works project and congruent with requirements and policies of Skagit County, and as may be deemed in the best interest of the Owner. In particular, the Owner reserves the right to reject a proposal which is not accompanied by the required bid security or subcontractors listing as described heretofore, and incomplete or irregular proposals which may exclude any item(s) as may be required by the Bid Documents. NO PROPOSALS WILL BE ACCEPTED AFTER THE TIME SET FOR RECEIPT OF BID PROPOSALS.

WITHDRAWAL OF BID:
No proposal may be withdrawn after the time set for the opening thereof, unless the Award of the Contract is delayed for a period of forty-five (45) calendar days. However the County reserves the right to grant a request for a bid to be withdrawn following the criteria described in Section 00200, 1.10.A and other conditions deemed appropriate by the County.
