Community Representative Application

The Skagit and Island County Multiple Agency Response Team (SMART) is continuously seeking volunteer applicants for the position of “Non-law enforcement community representative”. 

Representative duties include but are not limited to (See WAC 139-12-030 for a complete list of duties):

    1. Participate directly in the vetting, interviewing, and/or selection of SMART investigators.
    2. Review conflict of interest statements submitted within seventy-two hours of the commencement of each investigation by the investigators.
    3. Be present at the briefings with the involved agency(s) Chief or Sheriff.
    4. Be provided a copy of all press releases and communication to the media prior to release
    5. Have access to the investigation file when it is completed.
    6. Sign a binding confidentiality agreement at the beginning of each police use of deadly force investigation that remains in effect until the prosecutor of jurisdiction either declines to file charges or the criminal case is concluded.

Interested applicants should have credibility with and ties to the communities of Island and/or Skagit County.

The Chiefs and Sheriffs who comprise the SMART executive board will maintain a list of interested applicants. As current non-law enforcement community representatives assigned to SMART rotate out, the most current list of applicants for the representative community will be utilized to assist with the interview phase of the selection process.
