The Skagit County Sheriff is releasing the following information pursuant to RCW 4.24.550 and
the Washington State Supreme Court decision in State v. Ward, which
authorizes law enforcement agencies to inform the public of a sex or kidnap
offenders presence when; in the discretion of the agency, the release
of information will enhance public safety and protection. (more)

RAPE OF A CHILD 3RD; POSS DEPICT OF MINORS IN SEX ACT 1ST 3/04/16 SKAGIT VICTIM WAS 12 YEAR OLD KNOWN FEMALE HE HAD BEFRIENDED. HE WAS 16 ENCOURAGING CHILD IN SEX ABUSE 3RD; COERCION-2CTS 2/10/14 OREGON JUVENILE CT VICTIMS WERE NUMEROUS 12-15 YEAR OLD FEMALES HE MET ONLINE AND COERCED INTO SENDING HIM SEXUALLY EXPLICIT PHOTOS, AND THEN THREATENED THEM TO SEND MORE OR HE WOULD POST THE PHOTOS ONLINE. HE WAS 14 AT THE TIME. COOK SOUGHT OUT COMPROMISED VICTIMS AND MANIPULATED THEM.
