First Steps is Washington's medical assistance program for pregnant women. Maternity Support Services (MSS) is one of the benefits under the First Steps program. Skagit County Public Health is one of four Skagit County agencies that provide MSS. Our focus at Skagit County Public Health is currently providing MSS to first-time mothers who are eligible for our Nurse-Family Partnership program.

Maternity Support Services are preventive health services to help mothers have a healthy pregnancy. These services are individualized based on the mother's needs and may be provided by a nurse, a nutritionist, a behavioral health worker and/or a community health worker. MSS generally works closely with the WIC Nutrition program.

Pregnant women with First Steps coverage can enroll in Maternity Support Services at any time during pregnancy and through the end of the second month following the end of pregnancy.

Other First Steps services include:

  • Medical care for moms and babies
  • Transportation to medical appointments
  • Interpreters for medical appointments
  • Childbirth education
  • Infant Case Management (ICM)
  • Family planning services for the first year after pregnancy

Eligibility

All women with First Steps (pregnancy) medical coverage through Washington Apple Health (Medicaid) are eligible for Maternity Support Services. A risk assessment determines whether women are eligible for 2, 4-1/2 or 10 hours of services. First Steps medical coverage is available to all pregnant women who live in Washington State and meet the income guidelines found here.
