Skagit County attempts to adhere to the highest of Internet standards, protecting its users' privacy, observing and championing Internet etiquette, linking externally without endorsements, and aiming for factual information throughout. To that end, here's a look at what we expect from users of our site.

AGREEMENT BETWEEN YOU AND SKAGIT COUNTY

The Access Skagit County Web site is operated by Skagit County, Department of Information Services, Rm 100, 700 South Second Street, Mount Vernon, Washington, 98273. The terms of use and notices apply to the Access Skagit County Web site and does not apply to the content of third party links.

The Access Skagit County Web site is offered to you conditioned on your acceptance without modification of the terms, conditions, and notices contained herein. Your use of the Access Skagit County Web site constitutes your agreement to all such terms, conditions and notices.

MODIFICATION OF THESE TERMS OF USE

Access Skagit County reserves the right to change the terms, conditions, and notices under which the Access Skagit County Sites/Services are offered, including but not limited to the charges associated with the use of the Access Skagit County Sites/Services. You are responsible for regularly reviewing these terms and conditions. Your continued use of the Access Skagit County Sites/Services constitutes your agreement to all such terms, conditions, and notices.

CREATING LISTS OF INDIVIDUALS FOR COMMERCIAL PURPOSES

By use of this site, you agree to the prohibitions listed in RCW 42.17.260(9) against releasing and/or using lists of individuals for commercial purposes. RCW 42.17.260(9) prohibits the release of lists of individuals requested for commercial purposes, and requester expressly represents that no such use of any such list will be made by user or its transferee(s) or vendee(s). "Commercial purposes" means contacting or in some way personally affecting the individuals identified on the list with the purpose of facilitating one’s commercial activities.

PUBLIC DISCLOSURE

In the State Of Washington, laws exist to ensure that government is open and that the public has a right to access appropriate records and information possessed by state government. At the same time, there are exceptions to the public's right to access public records that serve various needs including the privacy of individuals. Exceptions are provided by both state and federal laws.

All information collected at this site becomes public records that may be subject to inspection and copying by the public, unless an exemption in law exists. RCW 42.17. 260(1) states that

Each agency, in accordance with published rules, shall make available for public inspection and copying all public records, unless the record falls within the specific exemptions of subsection (6) of this section [RCW 42.17.260(6)], RCW 42.17.310, 42.17.315, or other statute which exempts or prohibits disclosure of specific information or records. To the extent required to prevent an unreasonable invasion of personal privacy interests protected by RCW 42.17.310 and 42.17.315, an agency shall delete identifying details in a manner consistent with RCW 42.17.310 and 42.17.315 when it makes available or publishes any public record; however, in each case, the justification for the deletion shall be explained fully in writing.

In the event of a conflict between this Privacy Notice and the Public Records Act or other law governing the disclosure of records, the Public Records Act or other applicable law will control.

AVAILABILITY OF ACCESS SKAGIT COUNTY SITE/SERVICES

From time-to-time Access Skagit County may need to repair, upgrade, or replace hardware or software required to operate the Access Skagit County web site.  In order to accomplish this, Access Skagit County reserves the right to discontinue or temporarily remove the Access Skagit County Site/Services at any time.

SKAGIT COUNTY MAKES NO WARRANTY THAT ANY ACCESS SKAGIT COUNTY SERVICE WILL BE UNINTERRUPTED, TIMELY, SECURE OR ERROR-FREE.

MAPS AND MAP SERVICES

All maps or map applications on the Access Skagit County web site were created from available public records and existing map sources, not from field surveys. Map features from all sources have been adjusted to achieve the "best fit ". While great care was taken in this process, maps from different sources rarely agree as to the precise location of geographic features. This is not a substitute for a field survey. Although we will try to keep map information as current as possible, map features change on a daily basis and may not be immediately reflected on the Access Skagit County Site.

INFORMATION PROVIDED

Access Skagit County does NOT warrant the accuracy, reliability or timeliness of any information in this system, and shall not be held liable for losses caused by using this information. Portions of this information may not be current or accurate. Any person or entity that relies on any information obtained from this system does so at his or her own risk. It is recommended that all information be independently verified.

THIRD PARTY SOFTWARE RECOMMENDED FOR USE WITH ACCESS SKAGIT COUNTY

Access Skagit County has provided links to software products that aid in the use of the Access Skagit County web site/services. These software products are not supported by Access Skagit County and Access Skagit County assumes no liability for their use. All support questions relating to any software products will be directed to the appropriate vendor of the software product.

LINKS TO OTHER SITES

Access Skagit County links to external third party web sites (“Linked Sites”) in the hope that users will find reference material on county-related subjects. The Linked Sites are not under the control of Access Skagit County and Access Skagit County is not responsible for the contents of any Linked Site, including without limitation any link contained on a Linked Site, or any changes or updates to a Linked Site. Access Skagit County is not responsible for web-casting or any other form of transmission received from any Linked Site nor is Access Skagit County responsible if the Linked Site is not working appropriately. Access Skagit County provides links to Linked Sites as a convenience, and the inclusion of any link does not imply and endorsement by Access Skagit County of the site or any association with its operators. You are responsible for viewing and abiding by the privacy statements and terms of use posted at the Linked Site.

NO UNLAWFUL OR PROHIBITED USE

GOVERNANCE AND VENUE

This web site is governed and construed by the laws of the State of Washington. Any use of the web site shall comply with all Skagit County, Washington and State of Washington laws and regulations as well as with all federal laws and regulations. Any lawsuit or claim arising from this web site shall be brought in the Skagit County Superior Court, Mount Vernon, Washington.

ACCESSIBILITY

Access Skagit County strives to conform to Section 508 accessibility standards of the Rehabilitation Act of 1973 and its amendments signed in 1998. As this site is continually being modified and updated we appreciate being notified of any issues regarding accessibility to this site and documents contained herein.
