A department
receptionist is available from 8:00 a.m. to 4:30 p.m. for
phone service and to accept drop-offs that do not require
fee payment or staff contact.
Our front counter permit technician hours are 9:00 a.m. -
Noon, and 1:00 p.m. to 3:30 p.m. Permit application submittals
are accepted until 3:00 p.m.

Changes
to building inspection services.
As a result
of continuing budgetary constraints, Planning & Development
Services must make changes to the way in which we perform
building inspections.
Beginning January 1, 2012 building inspection areas will
be designated as follows:
Area
One - all locations west of I-5 (except Guemes Island)
Area Two - all locations east of I-5 (except Lake Cavanaugh)
Area Three - Guemes Island, La Conner, Lake Cavanaugh
Building
inspections will be performed in the following areas on the
days indicated.
Mondays
and Wednesdays - Area One
Tuesdays and Thursdays - Area Two
Fridays - Area Three
Unfortunately,
due to limited resources, we will not be able to make exceptions
to the above schedule. There may be alternatives involving
other outside parties who could be approved to make certain
inspections in lieu of the County building inspector. Listed
below are various types of required inspections along with
a list of who would be authorized to perform the inspections.
Advance approval is required in each case.

Washington
State Department of Ecology sends Nookachamps Warning Letter
In a letter dated September 21, 2011 to the Skagit County
Public Works and Health Departments, Acting Section Manager
Jerry Liszak concluded by stating:
"If Ecology determines that the Nookachamps-Mainstem
water reservation is fully allocated, Ecology will close the
Nookachamps-Mainstem sub-basin to new unmitigated appropriations,
including permit exempt wells. Once closed, water may be only
available under the provisions of WAC 173-060, 173-503-081,
173503-100, and 173-503-110."
